Planning For Lands North Of Rockland Park

Planning for these lands is in the early stages through proposed Outline Plan and Land Use Amendment applications. The process will help guide how the area could develop over time, including housing, roads, parks, and open space connections.

Project Location

The subject lands are located north of Rockland Park, west of 133 Street NW and south of Haskayne Legacy Park and the broader Haskayne area. The site is currently undeveloped and has historically been used for agricultural purposes. It is adjacent to lands planned for growth within northwest Calgary.

Outline Plan

Applications have been submitted for an Outline Plan and Land Use Amendment. These applications would establish the framework for future development, including:

  • A mix of housing types

  • Parks and open space areas

  • Pathways and connections

  • Road network

  • A Neighbourhood Activity Centre

This is an early concept and will change through technical review and feedback.

Policy Context

Planning in Calgary is guided by long-term policy.

The Municipal Development Plan is the City’s long-term plan for growth. It identifies where new communities should develop and supports complete communities with housing, services and transportation options. The site is identified as Planned Greenfield, meaning it is intended for future community development.The Municipal Development Plan is the City’s long-term plan for growth. The Haskayne Area Structure Plan gives more detailed direction for this area. It shows the general neighbourhood structure, including land uses, open spaces, transportation connections and locations for community amenities. The proposed Outline Plan must align with the policies of the ASP. The ASP provides the framework that guides how this site is planned.

The current application builds on this framework and applies it to this site.

The Outline Plan currently under review has been developed in alignment with the Haskayne Area Structure Plan.

Growth Planning & Council Decisions

City Council guides where and when new communities can be developed.

  • Growth is planned through the Citywide Growth Strategy

  • Areas are evaluated based on infrastructure readiness and long-term planning

  • Council removes the Growth Management Overlay when an area is ready for development

  • This allows planning applications like this one to move forward

This means the location of growth has already been established through City policy and Council decisions. This application focuses on how the site is planned.

This planning process helps ensure growth is coordinated with infrastructure, open space and surrounding communities.

Planning occurs in stages. What is being considered now is an early step focused on the Outline Plan and Land Use Amendment.

 

If approved, future stages may include subdivision, detailed design and construction.
